Supporting Documents
As part of this public consultation, Falmouth Town Council has produced a couple of initial supporting documents to help explain the early ideas being explored for the future of the Passmore Edwards Municipal Building.
These documents support the initial stage of the engagement process and provide background information and illustrative material to support discussion.
You do not need to read these documents in order to take part in the consultation, and your views are welcome regardless of how much detail you wish to explore.

This PDF document sets out the early thinking behind the project and supports the public consultation. It includes:
- The project brief and context
- The guiding principles shaping the work
- Early ideas for improving accessibility, sustainability, and the visitor experience
- An initial “first straw man” showing how the building might be intuitively reordered
The ideas shown are not final proposals and are intended to invite feedback and discussion.

This PDF document provides illustrative floor plans showing how the early ideas could work in practice.
The plans:
- Show possible layouts and relationships between spaces
- Indicate potential locations for key services and activities
- Are indicative only and subject to change
They are provided to help visualise ideas, not to present fixed designs.
About the Architects and Funding
These supporting documents and draft plans were prepared by architects appointed by Falmouth Town Council following a competitive tender process, to initially support early-stage feasibility work and public consultation.
This early feasibility work has been funded by Falmouth Town Council and the Town Regeneration and Investment Programme (TRIP), which is part of the delivery of the UK Shared Prosperity Fund in Cornwall and is administered by Cornwall Council.
This initial funding has supported early exploration, access and sustainability studies, and public engagement.
Any future phases of design work, which have already been tendered for, are subject to further funding, approvals, and consultation.

How to Use These Documents
You may find it helpful to:
- Look at areas of the building you use most often
- Consider how the emerging ideas might affect your experience
- Refer to the documents when completing the survey or attending an event
There is no expectation that you review the documents in full.
