Shape the Future of Falmouth’s Heart
Falmouth Town Council is at the very early stages of an exciting project that aims to undertake a significant programme of improvements to the much-loved Passmore Edwards Municipal Building on The Moor.
This consultation forms part of the initial stage of the engagement process and focuses on gathering feedback on early ideas before any detailed proposals are developed. Any future phases of consultation or engagement would be confirmed in due course.
This work — subject to external funding — would include essential upgrades to the fabric of the building, helping to ensure it is well insulated, and future-proofed in response to changes in our climate. Where appropriate, the project would also explore renewable energy solutions to improve the building’s environmental performance.
Alongside this, we are exploring how the inside of the building could be reimagined, making its services more accessible, flexible, and responsive to the future needs of the local community and visitors to Falmouth.
This consultation is an opportunity to help shape the direction of the project at an early stage. No final decisions have been made, and your feedback will play an important role in informing future options.

- This consultation began on 8 December 2025. Engagement activities are taking place during the consultation period, and these website pages provide information and additional ways for people to take part.

- Next public consultation event: Saturday 28 February 10am – 1pm

A Building for Everyone – At a Glance
The Passmore Edwards Municipal Building has served Falmouth for over a century as a place of learning, culture, and civic life. Today, it brings together a range of important cultural and civic services, including:
- Falmouth Art Gallery
- Falmouth Library
- Falmouth Town Council’s Council Chamber
- The Mayor’s Parlour
Civic Spaces
- The Mayor’s Parlour will remain where it is
- The Council Chamber will remain, and the consultation will explore ways to use it more effectively
This consultation is about improving how the building works for everyone, while respecting its existing uses and heritage.
