Transparency
Falmouth Town Council follows The Local Government Transparency Code 2015, which requires town and parish councils with an annual income or expenditure over £200,000 to publish financial information.
The Government created this Code of Practice to make local authorities more transparent. It helps people see how the council spends tax and public money, promoting better democratic accountability.
Expenditure Exceeding £500
The Town Council must publish details of each individual item of expenditure that exceeds £500. This includes items of expenditure, consistent with Local Government Association guidance. This must be published quarterly.

Government Procurement Card Transactions
The Town Council must publish details of every transaction on a Government Procurement Card. This must be published quarterly.
Falmouth Town Council does not use a government procurement card as defined by the code.
Procurement Information
Publish details of every invitation to tender for contracts to provide goods and/or services with a value that exceeds £5,000. Publish details of any contract, commissioned activity, purchase order, framework agreement and any other legally enforceable agreement with a value that exceeds £5,000. This must be published quarterly.
Place on Contracts Finder, as well as any other local portal, every invitation to tender or invitation to quote for contracts to provide goods and/or services with a value that exceeds £10,000.

Local Authority Land
The Town Council must publish details of all land and building assets. This must be published annually.

Social Housing Asset Value
Falmouth Town Council must publish details on the value of social housing assets within local authorities Housing Revenue Account. This must be published annually.
Falmouth Town Council does not hold any Social Housing Assets.
Grants to Voluntary, Community and Social Enterprise Organisations
Publish details of all grants to voluntary, community and social enterprise organisations.

Organisation Chart
Publish an organisation chart covering staff in the top three levels of the organisation. This must be published annually.
The Town Council currently employs 66 members of staff and 25 casuals. You can see our current staff structure on our Council Staff page.
Trade Union Facility Time
This must be published annually.
Falmouth Town Council does not have any Trade Union Representatives.
Car Park Income
The Town Council must publish on their website, or place a link on their website to this data if published elsewhere: a breakdown of income and expenditure on the authority’s parking account, and a breakdown of how the authority has spent a surplus on its parking account. This must be published annually.
Falmouth Town Council does not receive any income from car parks. We only have responsibility for one car park in Falmouth, at Pendennis Point, which is free of charge.
Car Park Spaces
The Town Council must publish the number of marked out controlled on and off-street parking spaces within their area, or an estimate of the number of spaces where controlled parking space is not marked out in individual parking bays or spaces. This must be published annually.
Falmouth Town Council has four controlled parking spaces in the Town Quarry Car Park.
Senior Salaries
The Town Council is required to publish, under the Accounts and Audit Regulations 2015, the following information with regard to senior salaries:
Details of remuneration and job title of certain senior employees whose salary is at least £50,000
Employees whose salaries are £150,000 or more must also be identified by name
The number of employees whose remuneration in that year was at least £50,000 in brackets of £5,000
A list of responsibilities (for example, the services and functions they are responsible for, budget held and number of staff) and details of bonuses and ‘benefits-in-kind’ for all employees who salary exceeds £50,000
Falmouth Town Council has one post where remuneration is £50,000 or greater. The Town Clerk post sits within the salary bracket £80,000 to £85,000. The salary has been independently determined by South West Councils
The Town Clerk’s main responsibilities are:
• Strategic leadership of the Town Council, working with Members, staff, partners and other tiers of local government to develop a clear vision and long term aims for the city and the city council
• Managing service performance, ensuring targets are achieved and contributing to delivery of corporate priorities within the statutory framework
• Leading work with key partners ensuring delivery of agreed objectives and targets
•Working with the Responsible Finance Officer and senior management team to achieve the financial objectives set by the Council
• Management of contract letting for all capital and revenue contracts and tenders, achieving best value
• Working with the senior management team to identify and develop business opportunities
• Ensuring compliant contract letting for all capital and revenue contracts and tenders, achieving best value
• Providing advice to the Mayor and Town Councillors on matters of civic protocol, statutory powers and public affairs
• Overseeing arrangements of town events, festivals, and civic ceremonial events
Falmouth Town Council does not pay bonuses or benefits in kind to employees.
Constitution
Local authorities must publish their Constitution on their website. This must be published annually.

Pay Multiple
Publish the pay multiple on their website defined as the ratio between the highest taxable earnings for the given year (including base salary, variable pay, bonuses, allowances and the cash value of any benefits-in-kind) and the median earnings figure of the whole of the authority’s workforce. This must be published annually.

Fraud
Local authorities must publish the following information about their counter fraud work:
Number of occasions they use powers under the Prevention of Social Housing Fraud (Power to Require Information) (England) Regulations 2014, or similar powers
Total number (absolute and full time equivalent) of employees undertaking investigations and prosecutions of fraud
Total number (absolute and full time equivalent) of professionally accredited counter fraud specialists
Total amount spent by the authority on the investigation and prosecution of fraud
Total number of fraud cases investigated
Falmouth Town Council has no staff members undertaking fraud investigation work and therefore has no information to publish.
Waste Contracts
Local authorities must publish details of their existing waste collection contracts at the point they first publish quarterly contract information. This is a one-off publication.
Falmouth Town Council’s waste collection contract is currently operated by Biffa Waste Services Ltd.
